If you are connected to WiFi then enter this command:

netsh interface ipv4 set subinterface “WiFi Name” mtu=1472 store=persistent

*Replace WiFi Name with your Wifi Name, do not rase quotes ” “.

Once MTU value is updated to the appropriate value, check whether you are able to browse the websites in the chrome or not. If it appears then check it again after rebooting your PC. Else you can go for the next solution.

Disable Proxy Settings to fix ERR_CONNECTION_RESET on Chrome
